Access is returning. Confidence takes longer.

Binance has begun restoring withdrawals in phases after the reported US$6.3 billion security breach. In its 1 November update, the company said it had replenished approximately 95% of the affected assets and would absorb the financial impact.

Those are company statements, not our independent assurance of solvency or account availability. Access can differ by asset and network.

Why it matters — our interpretation

Reopening withdrawals addresses access. The longer test is whether customers can rely on the platform’s controls, disclosures and operational resilience. The return of a service is not proof that every risk has been resolved.

What deserves a closer look

  • Availability: which asset and network combinations are working?

  • Evidence: what do the incident report and independent assessments establish?

  • Replenishment: are the remaining assets sourced and the claims reconciled?

Reported fund-flow estimates differ in their treatment of internal wallet movements. We are not presenting a single disputed outflow figure as established fact.
